Extend tax credits ($1000 per family) to subsidize purchase of private insurance.
Expanding Medicaid and childrens' Medicaid to families earning up to 60K.
Allow people to buy health insurance in other states where it's cheaper.
Eliminate costly state coverage mandates, and similar regulations.
